July, Russia, uncertainty.

 My husband and I decided to “cut the cable” eventually. Now I'm watching and listening and asking people about their plans and costs.

Honestly, I'm a little tired: too much information. 

So on my work break I was watching and reading Russian news. 





Vladimir Putin, in an interview with a “Kommersant” correspondent, issued another absurd, it turns out that the Wagner PMCs does not exist.

 — Well, the PMCs "Wagner" does not exist! Vladimir Putin exclaimed. — We don't have a law on private military organizations! Simply does not exist!


And what was it all about then?


— The group exists, but legally does not exist! — the president repeated. — This is a separate issue related to real legalization. But this is an issue that should be discussed in the State Duma, in the government. A difficult question.



Just on Tuesday he admitted that  from May 2022 to May 2023, the Russian state paid more than 86 billion rubles (approximately $940 million) to the Wagner Group. The group that doesn’t legally exist!

How is that?

One more thing about Russia and the Russian government - weird, controversial and stupid. Well, like many other things, especially now.


Another thing that concerns me and makes me really confused:

Two Ministries (of Internal* and Foreign Affairs**) created similar laws at different times.

On July 12,  MFA came up with the project of the law when Russian citizens must notify the Russian officials about their 2nd, 3rd.. citizenships. 


Right now Russians must notify the Ministry of Internal Affairs about a residence permit or a second citizenship. They have to do this when they come to the Russian Federation. There is an article in the Criminal Code that punishes late notification — the penalty for it is up to 400 hours of mandatory work or a large fine. 

On July 14, The Consular Department of the Ministry of Foreign Affairs of the Russian Federation published an explanation of the draft order, in which it is prescribed for Russians to notify of a residence permit or a second citizenship of the embassy, and not the bodies of the Ministry of Internal Affairs. The ministry said that the project is about simplifying the procedure.

Russians will not be punished if they decide not to use this right, the ministry added. According to the law, responsibility for citizens of the Russian Federation comes only if they have come to Russia and have not notified the Interior Ministry authorities of the presence of a residence permit or a second citizenship in 60 days.


Once again, what was that all about?

I went to the government website. They ( the Ministry of Internal Affairs) passed the law in 2014. 

I moved to the US in 2013 (October). 

I notified the Embassy of the Russian Federation in the USA, but didn't get any reply from them. And it turned out it was not necessary. The necessary was to notify MIA when I visited Russia in 2015 (I had a green-card) or in 2018 ( I just got my American citizenship). 


But who knew? 

It’s really difficult to keep track of the Russian law. 

As you can witness now it may exist but not exist, or exist only for people not lovable by the government. 


So, I hadn’t notified the officials. What should I do? 

As for now I can notify the officials only IN Russia. Or the law may be simplified as the Consular Department of the Ministry of Foreign Affairs said? 

It’s really confusing.


What is not confusing but requires attention is an accident at the Novouralsky electrochemical plant. 

A cylinder with depleted uranium hexafluoride was depressurized. As a result of the accident, one person was killed. Representatives of the company and local authorities assure that the radiation situation in the city remains normal. "The situation is under control," the local mayor assures.


Hopefully the situation is  under real control.

Old New Year

  Do you know what day is today (Jan 13)?  Russians celebrate the Old New Year on the night of January 13-14. How did it happen that Russians celebrate the New Year twice?  Simply by adopting a different calendar. Of course, it was not really simple, but after the October Revolution (1917), the Bolsheviks switched from the Julian calendar to Gregorian one. Because of this, all the dates moved 13 days ahead. The year 1919 began on January 1st but in accordance with the new Gregorian calendar. The 36-hour Day

  October 20, 2013.  I was flying to America towards my unknown future. The unknown future did not frighten me absolutely.
